HLC's team page describes Ozgur Oztan as founder and current medical director of HLC Clinic (Hairline Clinic).1 His ISHRS profile instead lists the role as "Chairman, Founder, and Medical Doctor" since 2003.2 HLC's pricing page lists the clinic's address in Ankara, Turkey.4 Per its FAQ, patients cannot request him specifically: HLC assigns a doctor at consultation based on hair type and skin characteristics.5 Its FAQ describes "our team of four surgeons."5 Oztan's ISHRS profile instead puts the figure at five doctors performing FUE at HLC.2

HLC says its team works exclusively in FUE, and its site also lists hair transplant repair, body hair transplant, and beard transplant among its services.3 Per its FAQ, extraction uses a manual punch of roughly 0.8-1.0mm.5 The clinic says it avoids motorized devices, framed as trading speed for quality.4 HLC says implantation follows a stick-and-place method in batches of roughly 750-1,000 grafts to limit time without blood supply.4 HLC reports a graft transection rate under 1%.5 Per its FAQ, it treats only inherited hair loss, will not operate on Norwood 7 patients, and offers no long-term warranty beyond a free touch-up if growth falls short.5

HLC prices FUE per graft: €2.70 for the first 2,500 grafts and €2.50 above that.4 Per its pricing page, a €200 service package covers transfers, 2-3 nights' accommodation, meals, medications, a blood test, and photo follow-ups at 6 and 12 months.4 Per its pricing page, consultation options are a free photo evaluation, a €100 video call credited toward surgery, or a €200 in-person visit in Frankfurt, Munich, Zurich, Paris, London, or Rome.4 It says its pricing is deliberately not the cheapest in Turkey, citing the risk of depleted donor hair from failed cheap transplants elsewhere.4 A deposit refund needs 14 days' notice per its pricing page.4 Its FAQ instead requires 20 days.5

Per its online consultation page, photo consultations are answered within 5-7 working days.7 Procedures run under local anaesthesia with sedation; patients feel no pain and can watch a movie or listen to music throughout, per the clinic.5 Per the clinic, patients are advised to allow 7-10 days before returning to work.5 Per its pricing page, follow-up consists of photo reviews at 6 and 12 months via WhatsApp or email.4 An accompanying guest costs an extra €50 a night per the pricing page.4 The FAQ instead states €30 a night.5

Oztan is listed as an ABHRS diplomate (2021) and ISHRS Fellow Member, President of FUE Europe, with memberships in the Asian Association of Hair Restoration Surgeons and the Turkish Medical Association.2
